Community Participation is very important in the success of a KOTAKU Program, this success can be seen from the willingness of the community to be able to participate actively. The Directorate General of Cipta Karya provides strategic efforts to deal with slum areas by carrying out an environmental arrangement or providing livable houses, this program also builds a collaborative platform trought increasing the role of local government and participation from the community to reach target. The purpose of this research is to find out what is meant by the city program, inhibiting factors and supporting factors, what efforts have been made to overcome the barrirs to community participation in Burujul Wetan Village, Jatiwangi District Majalengka Regency. To find the data needed, this study uses descriptive qualitative research metodhs, namely by trying to describe in depth an object of research based on exiting facts, data collection thecniques in this study are to use, first : literature study, namely by studying books, books or other documents that have to do with this research problem, second: filed studies, where in this data collection using observation and interviews. The primery data sources are from interview with program implementers, LPM, village officials, and the community. To find out about community participation, researchers use Cohen and Uphoff’s theory: (1) participation in decision making (2) participation in implementation (3) participation benefit (4)participation evaluation. The results of the data using triangulation technigues. The resuls of this study indicate that: (1) community participation Burujul Wetan Village is still not optimal. Because there are still people who contribute in the from of energy or material. (2) the obstacles that were passed traught in tjis develovment were the lack of public awareness in the implementation of development, while the supporters in the implementation of this development were from the community itself (3) the efforts made by the city program manager without slums, namely by increasing the socialization of city programs without slums and explaining the benefits of the program
